what the WSJ missed was all in taxes. For example, Texas doesn’t have income tax, but property taxes rival Chicago’s. Illinois has middling income taxes, but property taxes are extremely high, sales taxes very high, user fees (cell, sewer, water, cable, tickets etc) very very high. The all in tax burden is what we should be looking at.

Really good summary of the pitfall of high taxes. Notice in Illinois when the libs talk about a progressive income tax rate they never talk about what rates might be. Those should be frozen in a constitutional amendment too, so it would take a Con Con to raise them.
