From discussions with professors at state universities, it is my belief that science faculties have long had their programs get expanded or contracted based upon their success in obtaining research grants. Law schools everywhere are closing or reducing enrollments and laying off faculty due to reduced demand for lawyers. Student loan programs are contracting, largely for good reasons. (Students are not getting value for their investment and additional tuition paid from loan proceeds has been squandered on people and programs that serve no reasonable educational purpose.)
