More than 50 percent of the state’s $4.1 billion budget for public universities is spent on retirement costs alone.

Not sure what this has to do with universities as a practical matter. Pension payments may be allocated to universities as a budget item but legally and constitutionally they are a state responsibility, and most of the payments the State now makes to SURS is catch-up for past underfunding.
